What is this is issue and how do I get this fix does the headlight have to get replaced does anyone know?

If it is not working properly it means you cannot turn the headlights on the car and it is required that you replace the headlight switch immediately to avoid any dangerous driving conditions, ie. with no headlights.
Sometimes, if moisture sits in the headlight it can hamper the performance of the bulb.
